Overview

How Dubai Civil Defense approvals work

Dubai Civil Defence (DCD) reviews fire and life safety for buildings and premises in Dubai. Drawings are checked against the UAE Fire and Life Safety Code of Practice. Typical items are means of escape, fire alarm and detection, sprinklers and firefighting, emergency lighting and signage, smoke control and fire rated construction.

Most commercial fit outs and any change to fire systems need DCD approval of the drawings before work starts and a DCD inspection before the space is occupied. Fire system installation is carried out by a Civil Defence approved fire contractor. Many other authorities, including DDA, require the DCD completion before they issue their own completion certificate.

In detail

What to know before you start

What Civil Defence usually checks at completion

Before issuing a completion certificate, DCD inspects the premises against the approved drawings. Preparation is what keeps this to a single visit.

  • Installed layout matches the DCD approved drawings
  • Fire alarm, sprinkler and firefighting systems installed, tested and commissioned by the approved fire contractor
  • Test and commissioning certificates from the fire contractor
  • Emergency lighting, exit signage and fire extinguishers in place
  • Escape routes and fire exits clear and correctly rated
  • Fire system maintenance arrangements in place where DCD requires them
Process

Approval stages

The exact steps depend on the scope and the plot. This is the usual sequence we manage.

  1. Survey and scope review

We review the base building approvals, the existing fire systems and the proposed layout to define what DCD will need to see.

  2. Fire and life safety drawings

We prepare the FLS drawings: escape routes, travel distances, fire alarm, sprinkler and emergency lighting layouts as required.

  3. DCD submission and comments

The drawings are submitted to DCD. We answer comments and resubmit until the drawings are approved.

  4. Installation by approved contractor

The approved fire contractor installs and tests the systems to the approved drawings.

  5. Inspection and completion

We coordinate the DCD inspection and close any snags so the completion certificate can be issued.

FAQ

Dubai Civil Defense approval questions

When is Civil Defense approval required?

Generally whenever a commercial space is fitted out, its use changes, or fire systems are added, relocated or modified. Approval of drawings is needed before work and an inspection after. We confirm the requirement for your exact scope.

Can you prepare the fire and life safety drawings?

Yes. Our team prepares FLS drawings to the UAE Fire and Life Safety Code and coordinates them with the architectural and MEP layouts.

Do I need a Civil Defence approved contractor?

Fire alarm and firefighting systems must be installed and certified by a Civil Defence approved fire contractor. We can coordinate with your contractor or introduce one.

Is DCD approval needed before DDA, DM or Trakhees completion?

In most cases yes. DDA, for example, asks for the Civil Defence completion certificate before it issues its fit out completion certificate. We plan the sequence so one approval does not hold up another.

What does DCD approval cost?

Authority fees depend on the area, the building type and the systems involved, and they are revised from time to time. We confirm current fees with your quotation instead of quoting a general figure.

When is DCD approval required for fit out works?

When the fit out changes the layout, escape routes, ceilings or any fire system, or when the use of the space changes. Most commercial fit outs fall into this. Like for like decoration that does not touch fire systems usually does not.
