Overview

How Trakhees approvals work

Trakhees is the regulatory arm of Ports, Customs and Free Zone Corporation (PCFC). It regulates building, safety and environmental matters in its jurisdiction, which includes Jebel Ali Free Zone (JAFZA) and a number of other designated areas and developments in Dubai.

Two departments matter most for construction. The Civil Engineering Department (CED) reviews architectural, structural and MEP drawings and issues building permits and completion certificates. Environment, Health and Safety (EHS) covers fire and life safety, health and environmental requirements, and site safety. Jurisdiction is confirmed per plot from the site plan before anything is prepared.

Projects we handle

  • Warehouses, factories and logistics facilities
  • Office and showroom fit outs
  • Villa modifications and extensions in Trakhees areas
  • Swimming pools and landscaping
  • Mezzanines, racking and steel structures
  • Change of use and building modifications
In detail

What to know before you start

Trakhees CED: design stages

For new buildings and major modifications, Trakhees CED reviews the design in stages, starting with the concept design and moving to detailed design before the building permit. Fit outs and small modifications usually follow a shorter route.

Trakhees EHS: what it covers

EHS reviews the safety and environmental side of a project. For most of our clients this means fire and life safety design and inspection, and the health and safety requirements for the activity in the building.

  • Fire and life safety drawings and system approvals
  • Health and safety requirements for the facility and its use
  • Environmental requirements for industrial activities
  • Inspections before occupation
Process

Approval stages

The exact steps depend on the scope and the plot. This is the usual sequence we manage.

  1. Jurisdiction and scope

We confirm the plot is regulated by Trakhees and define the CED and EHS approvals the scope needs.

  2. Drawings

We prepare architectural, structural, MEP and fire and life safety drawings to Trakhees requirements.

  3. CED and EHS submissions

Submissions are made on the Trakhees system. We manage comments from each department until approval.

  4. Permit and inspections

The building permit is issued to the contractor and we coordinate site inspections during the works.

  5. Completion

We gather the final documents and close inspection comments for the completion certificate.

Documents

Typical documents

  • Title deed, affection plan or site plan for the plot
  • Landlord or building management NOC
  • Trade licence of the tenant (for commercial premises)
  • Existing approved drawings and the building completion certificate
  • Proposed architectural, structural and MEP drawings
  • Fire and life safety drawings where systems are added or altered
  • Contractor appointment letter and contractor trade licence

  • Landlord, master developer and authority submissions, made through appropriately registered professionals where required
  • Responses to authority comments and resubmissions

Every authority has its own checklist and it changes from time to time. We send you the exact list for your project after the first review.

FAQ

Trakhees approval questions

What is the difference between Trakhees CED and EHS?

CED is the Civil Engineering Department. It handles building permits, drawing approvals and completion. EHS handles environment, health and safety, including fire and life safety. Most projects need input from both.

Is JAFZA under Trakhees?

Yes. Building and safety approvals in Jebel Ali Free Zone are regulated by Trakhees, alongside JAFZA's own landlord and tenant procedures. See our JAFZA page for the free zone side.

Are villa modifications in some communities approved by Trakhees?

Yes, some residential communities fall under Trakhees. The master developer NOC comes first, then the Trakhees permit. We confirm the authority from your site plan.

Can you prepare the drawings as well as the submission?

Yes. We prepare the drawing set, coordinate structural and MEP inputs and manage the submissions.

How long does a Trakhees approval take?

It depends on the scope, the quality of the first submission and the number of comment rounds. We give a realistic programme for your project after reviewing the scope, and we work to keep comment rounds to a minimum.
