Overview

How Dubai Municipality approvals work

Dubai Municipality (DM) is the building permit authority for most of mainland Dubai. Its Buildings Regulation and Permits function issues building permits and completion certificates and inspects work under construction.

DM sets separate procedures for residential villas, industrial buildings and multi storey or public buildings. The drawings, NOCs and inspections required depend on the type of building and the scope of work. New buildings must also meet the Al Sa'fat Dubai Green Building System where it applies.

Projects we handle

  • New villas and villa extensions
  • Building modification and change of use
  • Office, retail and restaurant fit out in DM areas
  • Warehouses and industrial buildings
  • Mezzanine floors, steel structures and shades
  • Demolition and temporary structures
  • Completion certificates for finished works
In detail

What to know before you start

From planning approval to completion

Larger DM projects normally move through a planning or preliminary approval stage before the building permit. The preliminary stage confirms the design meets the plot's planning conditions such as use, setbacks, height and parking. The building permit stage then reviews the full architectural, structural and MEP design.

Design must follow the Dubai Building Code, which brings Dubai's building requirements into one reference. Our drawings are prepared to that code and to DM's submission checklists.

  • Planning or preliminary approval where the project type requires it
  • Service authority NOCs such as DEWA, Civil Defence and, where relevant, RTA
  • Building permit issued to the registered contractor
  • Stage inspections during construction
  • Completion certificate after final inspection and clearances

Why DM submissions get comments

Most comment rounds come from a few repeat issues. We check for them before submission.

  • Drawings that do not match the site or the existing approved set
  • Missing or expired NOCs
  • Setback, height or parking conflicts with the affection plan
  • Structural calculations not matching the drawings
  • MEP and fire safety layouts not coordinated with the architecture
Process

Approval stages

The exact steps depend on the scope and the plot. This is the usual sequence we manage.

  1. Feasibility and jurisdiction check

We confirm the plot falls under DM, review the affection plan and existing approvals, and list the permits the scope needs.

  2. Drawings and NOCs

We prepare or review the architectural, structural and MEP drawings and collect the service authority and landlord NOCs DM asks for.

  3. Submission and comments

The application is submitted on the DM system. We respond to technical comments and resubmit until the drawings are approved.

  4. Permit issue

Once approved and fees are paid, the building permit is issued to the registered contractor so work can start.

  5. Inspections and completion

We coordinate site inspections and the final documentation needed for the completion certificate.

Documents

Typical documents

  • Title deed, affection plan or site plan for the plot
  • Existing approved drawings and the building completion certificate
  • Proposed architectural, structural and MEP drawings
  • Fire and life safety drawings where systems are added or altered
  • Contractor appointment letter and contractor trade licence
  • Owner or tenant NOCs and service authority NOCs as applicable

FAQ

Dubai Municipality approval questions

Does every renovation in Dubai need a Dubai Municipality permit?

Not every job. Painting, flooring and like for like replacements usually do not. Structural changes, extensions, change of use, new MEP systems and fit out of commercial units normally do. Master developer communities and free zones may follow their own authority instead of DM. Send us the scope and plot details and we will confirm.

How do I know if my plot is under Dubai Municipality or another authority?

The affection plan or site plan shows the plot and its community. Areas such as DDA communities, Trakhees areas, JAFZA and Dubai South have their own regulators. We check this first so nothing is submitted to the wrong authority.

Who submits the application to Dubai Municipality?

DM applications are submitted by a consultant and contractor registered with DM. We prepare the package and coordinate the submission through the registered parties for your project.

Can you help if DM has already rejected or commented on my drawings?

Yes. We review the comments, correct the drawings and handle the resubmission. Bring us the comment sheet and the last submitted set.

Do you provide the completion certificate as well?

Yes. We coordinate the final inspections and the documents needed for the completion certificate, including Civil Defence and service authority clearances where required.

What is the difference between DDA and Dubai Municipality approvals?

They regulate different areas. Dubai Municipality covers most of mainland Dubai. DDA covers its own communities such as Dubai Internet City and Dubai Media City. The plot location decides which applies, and each has its own portal, requirements and fees.
