Authority approvals

TECOM Approvals and NOCs

We obtain TECOM Group landlord approvals and NOCs for tenant fit outs and modifications, then carry the same drawing set through the DDA permit and Civil Defence approval. One team, one set of drawings, no gaps between the landlord and the regulator.

  • Authority ready drawings prepared by our engineers
  • Submissions, comments and follow up handled for you
  • Through to permit, NOC or completion certificate

Overview

How TECOM approvals work

TECOM Group develops and manages business communities such as Dubai Internet City, Dubai Media City and Dubai Knowledge Park. As landlord, it reviews tenant fit out and modification drawings and issues its approval or NOC before works start.

The regulatory permit in these communities is issued by the Dubai Development Authority (DDA), and fire and life safety drawings go to Dubai Civil Defence. We plan all three approvals together so the landlord comments and the authority comments do not pull the design in different directions.

Projects we handle

  • Office fit outs and refurbishments
  • Retail and F&B units
  • Partition and layout changes
  • MEP and fire system modifications
  • Signage where landlord approval is required
Process

Approval stages

The exact steps depend on the scope and the plot. This is the usual sequence we manage.

  1. Brief and survey

We review the unit, the tenancy documents and the landlord fit out guidelines.

  2. Landlord drawings

We prepare the drawing set in the landlord's required format and submit for TECOM review.

  3. Landlord approval and NOC

We close landlord comments and obtain the approval or NOC.

  4. DDA and DCD

The approved set moves to the DDA fit out permit and Civil Defence approval.

  5. Completion

We coordinate the landlord handover, DCD inspection and DDA completion.

Our scope

What we do

  • Jurisdiction and feasibility check before any spend
  • Drawing preparation, or review and conversion of your consultant's drawings
  • Landlord, master developer and authority submissions, made through appropriately registered professionals where required
  • Responses to authority comments and resubmissions
  • Coordination of inspections with your contractor
  • Permit, NOC and completion documents handed over to you

Every authority has its own checklist and it changes from time to time. We send you the exact list for your project after the first review.

FAQ

TECOM approval questions

Do I need both TECOM and DDA approval?

For most tenant fit outs, yes. TECOM gives landlord approval and DDA issues the permit. Civil Defence approval is usually also required.

Can you deal with TECOM on my behalf?

Yes. We prepare the submission, follow up on comments and coordinate with the landlord's fit out team for you.

My unit is in a TECOM community but the building is owned by a private landlord. What changes?

The building owner NOC then comes from that landlord. The DDA and DCD steps stay the same. We confirm the exact route from your tenancy documents.
