Overview

How the approval process works

A commercial fit out in Dubai usually needs three approvals: the landlord or building management, the authority that regulates the area (such as DM, DDA, Trakhees, DSO or Dubai South) and Dubai Civil Defence. Restaurants and clinics may also need sector approvals, such as food safety or health authority approval.

Fit out programmes are tight because rent is often running. We plan the approvals in the right order and submit complete packages, so the contractor can start as early as the approvals allow.

What to know before you start

Office renovation and refurbishment

Refurbishing an occupied office still needs approval when partitions, ceilings, lighting, HVAC or fire systems change. We phase approvals so works can run around your operations.

Shops, showrooms and retail unit modifications

Mall and street retail units need landlord design approval and the authority fit out permit. Shopfronts and signage often need separate landlord and authority approval. We handle both with the fit out package.

Clinics and healthcare facilities

Clinics need the building and Civil Defence approvals plus health authority facility licensing, which includes review of the layout. We prepare the fit out drawings so they suit both reviews and coordinate with your licensing consultant or the health authority requirements.

Approval stages

The exact steps depend on the scope and the plot. This is the usual sequence we manage.

  1. Unit review

    Lease, landlord guidelines, base build drawings and authority route.

  2. Fit out drawings

    Architectural, MEP and FLS drawings.

  3. Landlord approval

    Landlord or building management NOC.

  4. Authority and DCD approval

    Fit out permit and Civil Defence approval.

  5. Completion

    Inspections and fit out completion certificate.

Frequently asked questions

Which authority approves my fit out?

It depends on where the unit is: Dubai Municipality for most mainland areas, DDA for DDA communities, Trakhees for areas such as JAFZA, and the relevant authority in other free zones. We confirm it first.

Do restaurant fit outs need extra approvals?

Usually yes. On top of the building and Civil Defence approvals, food outlets normally need food safety approval of the layout. We coordinate these with the fit out approvals.

Can you work with my fit out contractor?

Yes. We work alongside your contractor, or with Hydrock Contracting LLC if you also need a contractor for the works.
