Planning to renovate, modify or extend a property in a Nakheel community? You need a No Objection Certificate (NOC) from Nakheel before any work starts. Dubai Government Approvals prepares the drawings, submits the NOC request and coordinates the related authority permits, so your contractor can get on site without delays.
What is a Nakheel NOC?
A Nakheel NOC is a document Nakheel issues to allow certain activities on its properties. For owners, the most common one is the NOC for alterations. Nakheel states that owners can make changes as long as they do not affect the external façade or structure of the property. Before any alteration, the owner must obtain an NOC from Nakheel’s Urban Planning team.
If your planned work touches the façade or the structure, check with Nakheel before you design it. These works need a closer review and may not be allowed.
Which projects need a Nakheel NOC?
- Villa and apartment renovations
- Internal modifications and layout changes
- Extensions and other construction works
- Landscaping, pools and outdoor works within the plot
- Commercial and retail fit outs in Nakheel properties
- Events in the common areas of Nakheel communities
Nakheel lists the full set of NOC types in the Nakheel Online Services section of its website and app.
Nakheel NOC and approval steps
- Confirm the scope. We review what you want to do and check whether it affects the façade, the structure or shared areas.
- Confirm the building authority. Nakheel communities fall under different authorities. We confirm which authority issues the building permit for your plot.
- Prepare the drawings. We prepare the architectural and, where needed, structural and MEP drawings for the request.
- Submit the NOC request. The request is raised online through the Nakheel Online Services portal or the My Nakheel app.
- Respond to comments. We revise the drawings if Nakheel or the authority comments on them.
- Get the authority permit. Where the works need a building permit, we submit to the relevant authority after the Nakheel NOC.
- Arrange contractor access. The contractor applies for site access permits before work starts.
Contractor access permits
Nakheel requires access permits for contractors working in its communities. Third party companies such as main contractors and subcontractors can apply online through the My Nakheel app or the Nakheel Online Services website, under General Services and then Security Services.
For construction, modification and extension works, Nakheel lists these documents for a long term access permit:
- Valid Nakheel NOC and Trakhees NOC
- Scope of work
- Company trade licence
- Employee visa or Emirates ID copies
- Signed contract or appointment letter
- Payment confirmation of the access permit charge
Nakheel also states that contractors must pay a security deposit, submit a Site Access Permit and install a PVC fence before construction starts.
Checks before you submit
- Confirm the work does not change the external façade or the structure without Nakheel’s agreement.
- Make sure the owner’s details and unit details match the title deed.
- Check that service charges are settled, as outstanding dues can hold up owner requests.
- Use a contractor with a valid trade licence for the type of work.
- Keep the drawings consistent with what the contractor will actually build.

Nakheel NOC FAQs
Do I need a Nakheel NOC for internal renovation?
Yes. Nakheel states that owners must obtain an NOC from its Urban Planning team before making any alterations to their property.
Can I change the façade of my Nakheel villa?
Nakheel allows changes that do not affect the external façade or structure. Any work on the façade or structure should be checked with Nakheel before you start the design.
How do I apply for a Nakheel NOC?
You can raise the request online through the Nakheel Online Services portal or the My Nakheel mobile app. We can prepare the drawings and submit it for you.
Is the Nakheel NOC the same as a building permit?
No. The NOC is Nakheel’s consent as master developer. Works that need a building permit also require approval from the relevant authority, which depends on where your property is located.
Does my contractor need a separate permit to enter the community?
Yes. Contractors need an access permit from Nakheel. For construction, modification and extension works, this requires a valid Nakheel NOC and Trakhees NOC among other documents.
Who do I contact at Nakheel about an NOC?
Nakheel lists 800 NAKHEEL and help@nakheelcommunities.com for help with NOC applications.
